Resolution to Endorse Broker or Seller's Agent for 415 W Washington (CA-2). At our last meeting, City Council voted to demolish the existing blighted structures on this city-owned parcel. Now, it considers a resolution to direct the City Administrator to work with a commercial real estate brokerage or seller's agent for the sale and development of 415 West Washington. This site has been the subject of years' long community engagement, with Council approving a Planned Unit Development (PUD) ensuring community goals were incorporated into the project prior to a sale. Staff recommends, as the next step in the development process, partnering with a broker or seller's agent to pursue competitive offers for the site. Offers will be based on the requirements of the PUD.
3380 Nixon Road Zoning (PH-1). Approval of this resolution will rezone this 27.65 acre parcel from R4A (Multiple-Family District) to R4D (Multiple-Family District) with the condition that the maximum height is 75 feet, to allow the construction of the Owl Creek Phase 2 Site Plan, a 131-unit, 99,985 square foot residential building on the site of Owl Creek Phase 1. The building will be fully electric and new solar panels on the site will generate 10,000 kwh annually. Staff and Planning Commission recommend this rezoning. (because this is a public hearing you do not need to sign up in advance to make public comment on it).
Resolution in Support of Michigan's Drive Safe Bills (DC-1). The Michigan Legislature has introduced a set of House bills known as Drive SAFE (Safety, Access, Freedom, and Economy). The purpose of these bills is to restore Michigan's pre-2008 practice of allowing residents to obtain a Michigan driver's license and state identification card, regardless of their ability to demonstrate U.S. citizenship or immigration status. It is in the collective interest that all of Michigan's drivers are trained, screened, tested, and made familiar with Michigan driving regulations and have access to purchasing auto insurance, and this resolution urges the Michigan Legislature to pass Drive SAFE. Resolution to Consider Allowing More Flexibility for Home Occupations in Residential Neighborhoods (DC-3). This resolution directs the City Administrator and Planning Commission to study the potential impacts and benefits of allowing more flexibility in the City’s requirements regarding Home Occupations (including ACUs) in the City’s residential neighborhoods and to propose recommended ordinance amendments, including but not limited to: considering increasing the maximum permissible floor area, the number of customers per day and customers at a time, increasing the allowed number of non-resident employees, and possibly allowing uses that are not customarily incidental and secondary to a residential use. It also directs that proposed ordinance amendments be returned to City Council by December 31, 2024 and directs that this work be prioritized over Comprehensive Plan engagement.
